You should really direct your questioning at him. Hikili dislikes all tourists and wants them out of "his" island. Maybe he stole the Fire Stone so he could spread rumours about an imminent volcano eruption and scare all the tourists away.

Hm, I did ask him to shift a table or two, but that should've only taken up a few minutes of his time. I don't think someone could steal the Fire Stone in just a few minutes. After all, it's quite heavy.
